Description: This non-binding policy statement was adopted in Hyogo, Japan. The Hyogo Framework for Action (HFA) contains guidelines for states, organizations, and other actors. The HFA guidelines aim to reduce vulnerabilities to natural hazards. Its priorities include making disaster risk reduction a high priority, identifying risks, increasing public awareness, reducing risk, and increasing preparedness.
The HFA's Annex lists other international instruments relevant to disaster preparedness.
