Upon recommendation of the Working Group of the Whole, at its first session the ICC Assembly of States Parties adopted by consensus the Rules of Procedure and Evidence, these Elements of Crimes, the Financial Regulations and Rules, and the Agreement on the Privileges and Immunities of the International Criminal Court.
