Description: The Lateran Pacts which were negotiated in 1929 established Vatican City as an independent state. Also known as the Lateran Treaty, this agreement was negotiated by Benito Mussolini on behalf of the Italian goverment and Cardinal Pietro Gaparri representing the Holy See. Consisting of three parts, the agreement covered church-state relations, a financial convention and a political treaty. As part of this agreement, the Vatican agreed to return fugitives from justice to Italy and Italy agreed to take over jurisdiction for crime's committed in the Vatican state's territory.
