| Description: | According to the Preamble of the Convention, the purpose of is “to consolidate in this hemisphere, within the framework of democratic institutions, a system of personal liberty and social justice based on respect for the essential rights of man.” Part I of the Convention establishes the State’s obligations to respect the rights and freedoms recognized therein, and its duty to adopt such legislative and other measures as may be necessary to give effect to those rights or freedoms. Part II establishes the means of protection through the Inter-American Commission on Human Rights and the Inter-American Court of Human Rights. |
