Description: This Agreement establishes two principles that were omitted from the Chicago Convention on International Civil Aviation. The first principle allows civilian aircraft to fly across another state's territory without having to land. The second allows civilian aircraft the privilege to land for non-traffic purposes (e.g., in an emergency).
The Agreement also establishes dispute resolution procedures for aggrieved parties.
