Description: The Convention (III) Relative to the Opening of Hostilities (the third 1907 Hague Convention) requires states to give explicit warning, either in the form of a declaration of war or an ultimatum with a conditional declaration of war, before beginning hostilities. Neutral powers must also be notified of the existence of a state of war.
