Description: Montreal Protocol No. 4 establishes "special drawing rights" of the International Monetary Fund(SDRs) as the measure of liability, rather than gold or a national currency. This Protocol also establishes limitations on the "force majeure" defense. It relaxes certain documentation requirements and permits carriers to use an electronic form of waybill. Protocol No. 4 also creates a strict liability system for damage to or loss of cargo, subject to narrowly-limited defenses.
