| Description: | Protocol No. 11 to the European Convention on Human Rights "aims to rationalise the machinery for enforcement of rights and liberties guaranteed by the Convention (ETS No. 005). All alleged violations of the rights of persons are referred directly to the new permanent Court. In the majority of cases, the Court will sit in Chambers of seven judges. The Court deals with individual and inter-State petitions." Protocol 11 modifies many of the earlier Protocols to the European Convention on Human Rights. A summary and more information is available on the Council of Europe's web site. The web site provides access to the text of the convention, as well as list of signatures and ratifications, declarations, a summary, and an explanatory report. |
