Description: In the wake of Hurricane Katrina, the issue arose of using the term "refugees" to describe the victims of this natural disaster. Professor Richard Kirgis identifies the incorrectness of using this term, since refugees are defined as people who have fled abroad. He then lays out in depth the particular set of international standards, embodied in the 1998 "Guiding Principles on Internal Displacement" that apply to internally displaced persons before, during and after the disaster.
