Description: The Berlin Rules on Water Resources were approved by the International Law Association's Water Resources Law Committee in 2004. These Rules set forth customary international law relating to fresh water resources. They replace the Helsinki Rules, incorporating concepts from international environmental and human rights law, in addition to making other changes.
The Rules are available in the 2004 Final Report of the Water Resources Committee. The 2004 Final Report is available as a PDF document; the rules begin on page 3.
