|Description:||This is one of the two Optional Protocols to the Vienna Convention on Consular Relations. Along with the Vienna Convention on Diplomatic Relations, this agreement sets out the accepted rules of diplomatic and consular privileges and immunities to which states adhere in their pursuit of friendly international relations and the maintenance of international peace and security. Article 5 delineates consular functions, including protection of nationals, development of commercial, cultural and scientific relations, and issuing of passports and visas, among many others.
